PDFs are everywhere in Canadian life, your CRA tax slips, government application forms, bank statements, lease agreements, and school documents all arrive as PDFs. The good news is you almost never have to pay to read, fill or sign them. A free PDF reader handles the vast majority of what Canadians need, and several are fully bilingual.
One Canada-specific wrinkle: some Canada Revenue Agency and federal government forms are built with Adobe-specific features (so-called fillable XFA forms) that only render correctly in the desktop Adobe Acrobat Reader, not in a browser preview or a lightweight third-party viewer. We'll explain when you actually need Acrobat Reader versus when a lighter, faster app is the better choice.

When you need Adobe Acrobat Reader specifically
Most CRA forms and many federal government PDFs are standard and open in any reader. But certain interactive forms use Adobe's XFA technology and display a "please wait" or blank page in other apps or in your browser. For those, download the free desktop Adobe Acrobat Reader, open the form there, fill it, and save. This is the single most common PDF headache Canadians hit at tax time.
Lighter, faster free alternatives
If you mainly read PDFs, e-books, manuals, statements, a lightweight reader launches faster and uses far less memory than Acrobat. SumatraPDF is feather-light and open source. Firefox and most browsers have a perfectly good built-in PDF viewer for quick reads. Foxit and PDF-XChange offer more editing features for free.

Signing PDFs in Canada
Electronic signatures are legally recognized across Canada under PIPEDA and provincial e-commerce acts for most everyday documents. Free readers let you add a simple drawn or typed signature, which is fine for many forms. For documents needing a verified or certified digital signature, you may need a paid e-sign service, but for routine forms a free reader's signature tool is usually accepted.
French language support
Adobe Acrobat Reader, Foxit and the browser viewers all support French interfaces, important for Quebec users and bilingual government forms that toggle between English and French. Choose your language during install or in the app settings; the fr-CA locale ensures Canadian conventions.
